The All Hazards School: Consistently Building Safety Across the Site

The Foundry Partners All Hazards School introduces a collaborative safety initiative that strengthens hazard awareness and prevention for all incoming craft personnel at the Lilly Medicine Foundry site. The team designed this one‑day, site‑specific training to focus on the nine life hazards. These hazards include high‑risk activities such as lockout/tagout, work at height, and confined space entry, all of which have historically caused severe incidents on construction sites. The curriculum reflects the site’s unique operational boundaries and its project‑specific health and safety plan, ensuring every worker receives relevant, targeted instruction.

Two essential pillars drive the program: cognitive learning and behavioral learning. Instructors deliver data‑driven content through presentations, statistics, and hazard analysis. This approach helps workers understand hazards conceptually while also building the practical habits and muscle memory needed to respond correctly in real‑world situations. “The long‑term goal is to also build a mobile facility with hands‑on stations. As we talk about the hazard, we can take craft workers to a station, and they can perform how they would mitigate the hazard,” Safety Executive Mitch Allen said. This hands‑on component will allow workers to practice mitigation techniques and reinforce knowledge through firsthand experience.

The program also creates consistency across a rapidly evolving construction environment. As the site transitions from civil work to interior work, the dominant hazards shift dramatically. By delivering the same foundational safety message to every worker, regardless of trade or contractor, the program reduces variability and strengthens the site’s overall safety culture.

The Safety team will measure effectiveness against a well‑established industry trend: incident rates typically rise by about 50% when construction moves indoors. By maintaining our incident rates below that threshold, we will prove that the All Hazards School is successful. With the site already performing at a world‑class safety level, this program aims to sustain that trajectory through a transferable model supported by a full‑time trainer.

Over time, the program will build a culture where workers look out for one another and reinforce shared accountability.
