Foundry Partners – Construction

Eli Lilly and Company is investing $4.5 billion to create the Lilly Medicine Foundry, a new center for advanced manufacturing and drug development. It is located in Indiana’s 9,000-acre LEAP (Limitless Exploration/Advanced Pace) District west of I-65 on SR 32. The LEAP District is designated for advanced manufacturing, research and development, life sciences, technology, and microelectronics and semiconductor industries. The Lilly Medicine Foundry is managed by Foundry Partners, a joint venture between McFarland Construction and F.A. Wilhelm Construction, which has a long-standing relationship with Lilly. The established joint venture has successfully completed several projects for Lilly in North Carolina. This partnership now brings its proven expertise to Lilly’s hometown of Indianapolis. Foundry Partners is deeply committed to local growth and community development in central Indiana, ensuring a strong local presence and a lasting impact.

Construction began on site in April 2025, with Phase 1 to take approximately 12 months. By early summer 2025, concrete and stone trucks will be using U.S. 32, and by early fall of 2025, you will begin to see construction of buildings taking place. Many of the structures will be fabricated off-site instead of constructed on-site, which will accelerate construction.

Foundry Partners expects approximately 2,000 workers to be on-site at peak construction by late 2026.

Construction will be conducted six days a week in 10-hour shifts. If there is inclement weather during the week, Sunday may be used as a makeup day. Workers will begin at 7 a.m. and will end no later than 10 p.m. Construction will not take place when it is dark. The hours of operation coincide with the City of Lebanon’s noise ordinance and construction workers’ schedules will be staggered to help with traffic flow. During peak times, security will help to manage traffic flow.

Gate 1, which is located off CR-200 W, will be the main gate for personnel during normal business hours. Gate 2 will be used for deliveries during normal business hours and will be used for all truck traffic.

Foundry Partners – Roads and Infrastructure

Milestone Contractors will be managing the improvements to CR-200 W and work will begin in late spring. Upgrades to SR 32 are being handled by INDOT with work to start in the fall.
Planned improvements to CR-200 W will provide improved runoff. Drainage along SR 32 and CR-200 W has been designed in conjunction with the City of Lebanon, the Boone County Surveyor and INDOT. Ponding volume and duration will be reduced along SR 32 and CR-200 W during heavy rains. All site drainage will be going into ponds on the Foundry property and the ponds will have liners.

Foundry Partners – General Information

Native plant material will be used throughout the site. Lilly is exceeding the requirements for all planting on the site.

Yes, berms will be 25 feet tall and will be located around the Foundry property. We are meeting or exceeding the landscape buffer and berm requirements.

Foundry Partners will have water trucks on-site during construction to help minimize dust.

All lighting will align with LEAP PUD and zoning ordinances and OSHA requirements.

Foundry Partners – Jobs

The project will create approximately 2,000 temporary construction jobs. The hiring of construction workers will follow Lilly’s requirements. All construction workers are vetted by the U.S. Department of Homeland Security prior to starting work.

Both Lilly and Foundry Partners understand the impact site construction has on the local community, particularly to immediate, fence-line neighbors, and we are committed to maintaining a safe construction zone for our neighbors. Construction traffic, noise, dust and light mitigation are often considered during construction. The Foundry Partners team regularly communicates with neighbors about upcoming construction events and how they may impact day-to-day living.
